Space Use Policy
Purpose
This policy allows safe, community-focused use of spaces at Capitol Commons (located at 546 Rice St, Saint Paul, MN 55103), including the storefront hub, meeting rooms, and outdoor areas, for activities supporting public safety, youth/family programs, and neighborhood cleanup under the Capitol Area Public Safety & Vitality Project. It ensures spaces are used without disrupting operations or events.
Eligible Users

Community groups, nonprofits, residents, businesses, or partners (e.g., RCSO, CAAPB) for project-related events like workshops, cleanups, or youth activities.

Must align with project goals: safety, engagement, vitality.
How to Request Use

Submit a simple request form (email or online) to the Project Coordinator at least 2 weeks in advance. Include: event description, date/time, number of people, any needs (e.g., setup), and if children will be involved.

Coordinator reviews for availability, safety, and fit; approves or denies within 5 days.

Sign a basic agreement confirming rules.
Approval or Denial Criteria

Approved if: Space is available, event fits project goals, complies with rules, and poses no safety risks.

Denied if: Conflicts with scheduled events, violates rules (e.g., inappropriate uses), lacks supervision for children, or creates risks (e.g., over capacity, no insurance). Reasons will be provided; appeals can be made to CAAPB.
Rules

No cost for basic use; fees may apply for extra services (e.g., cleaning, security).

Keep spaces clean; return to original condition.

No alcohol, weapons, smoking, or sales without approval.

Respect noise levels; no blocking access.

Follow all laws and safety guidelines.

Max group size: 50 (indoor) or 100 (outdoor), unless approved.

Children and Supervision: Children under 18 must be supervised by a responsible adult at all times (ratio: 1 adult per 4 children under 5; 1 per 10 for ages 5-17). No unsupervised minors allowed.

Photo Policy: Photography or videography is allowed for personal use but requires consent from anyone identifiable in photos, especially children. Professional or commercial photography needs prior approval. No sharing photos online without permission.

Inappropriate Uses or Bad Behaviors: Prohibited: Harassment, bullying, profanity, fighting, damaging property, disruptive noise, unauthorized sales, or any illegal activity. Neglectful supervision, inappropriate behaviors, or actions that endanger others are not allowed. Report suspicions to the Coordinator or RCSO immediately.
Consequences for Violations

Immediate removal from space.

Users pay for any damages or extra cleanup.
Liability

Users must have basic insurance or sign a waiver.

Hold harmless RCSO, CAAPB, and partners for any issues.

Additional Provisions

Any matters not specifically covered by this policy shall be decided at the sole discretion of the RCSO, Lead Inspector, or their designees to ensure alignment with project goals and public safety.
